This wasn’t originally the case, as I had to use a Zapier API request call to search by phone, so thank you for adding it!
However, I never saw any announcement of the change - I stumbled across it when ChatGPT told me it existed. The help page on LACRM’s Zapier triggers and actions still doesn’t mention it (and is pretty sparse anyway): Using LACRM's triggers and actions in Zapier
And I can’t find an answer to the question: if both an email and a phone are passed to FindContact, do both need to match to return a hit? (Since the underlying API call is probably GetContacts, I’m guessing if both are specified, both need to match?)
Nor do I see an answer to how formatting (parentheses for area code or no) and country code affect the search – both in the LACRM data and in the FindContact argument.
Do you announce changes to the Zapier functionality (or to the API in general) anywhere specific that I should be watching?
Yes, we did add the ability to search Zapier by phone number! That isn’t a change we’ve announced just yet, so you didn’t miss anything. We typically announce updates in the newsletter, but smaller changes like this may be delayed if we have larger updates to share. 
To answer your questions:
Yes, if both an email and phone number are passed, they both need to match to return a hit. Our search and filters are all combined with “and,” rather than “or” so if you pass both details they’ll both need to match the contact for them to be returned.
The search will look based on the exact entered term, including any formatting. This does mean that if you search with formatting, but the phone value is saved without formatting, it won’t be returned. However, if you search a phone number without formatting, and it’s saved with formatting, it will still return that result. Similarly, if you search a phone number with a country code, but the saved value doesn’t include country code, it won’t be returned as a match. I’d probably recommend searching for the phone number without formatting or a country code, since that’s most likely to return the correct results (ie, search “8776666467” instead of “18776666467” or “(877) 666-6467).”
